One plan per provider: the cheapest that covers 1,000 GB and meets the job's requirements. 10 priced plans do not say whether they have rotating IPs and traffic that lasts 30 days or more, so they are left out rather than counted as meeting it (Bright Data, Decodo, Infatica, Oxylabs, Proxy-Seller, Thordata and Webshare).
Collecting web pages to train or test a model is scraping at a very large scale: weeks of crawling and traffic counted in terabytes. The plan must rotate IPs, and the traffic must last at least a month, or a crawl that runs long loses what it paid for. The table above lists the cheapest plans whose providers say they offer both, priced at 1,000 GB, where the ranking can differ from the one at 50 GB.
Use case · The live comparison uses prices checked up to Oct 24, 2026; every figure in the text keeps the date it was checked.

Check the free corpus first
Before you buy any traffic, see whether the pages you need are already collected. Common Crawl “maintains a free, open repository of web crawl data that can be used by anyone”, with “over 300 billion pages spanning 15 years” and “3–5 billion new pages added each month” (Common Crawl). Proxies pay their way for the pages it does not hold, for pages that change faster than its monthly crawls, or for a region’s version of a site.
Why volume changes the answer
Per-GB prices fall as packages grow, and not evenly: a provider that is dear at 10 GB can be among the cheapest at a terabyte, and the other way round (do proxy prices drop at volume?). Several providers stop selling online above a set amount and quote larger volumes by hand; the comparison says “quote” rather than inventing a price past their largest published package. Price your own amount on the residential comparison.
Why expiry matters here
A crawl rarely uses exactly what a month’s plan holds. Monthly traffic that ends unused is money lost; traffic that never expires, or lasts as long as you subscribe, carries over a slow week. Is non-expiring traffic worth it? works out where the line falls, and rollover covers plans that carry part of a month forward.
Datacenter, residential, or neither
Much of the open web answers datacenter addresses, which cost a fraction of residential traffic per gigabyte (datacenter proxy prices). Residential traffic earns its price on the sites that block them. And where many requests would fail either way, a scraping API that bills only successful pages can cost less per page kept (smart proxy routing and unblockers).
Where the addresses come from
At this volume you lean on a provider’s pool for weeks, so it is worth asking how that pool is built: ethically sourced residential proxies gives three questions to put to a provider before you commit.
What the table does not tell you
It ranks plans by cost and by what their providers say they offer. It does not measure block rates, speed or how many addresses you reach; we do not test those. Respect each site’s terms and its robots rules for automated collection; a provider’s plan does not change them.

Web scraping covers smaller jobs that need many connections at once. Price monitoring is a steady crawl of the same pages.
