One plan per provider: the cheapest that covers 30 GB and meets the job's requirements. 2 priced plans do not say whether they have rotating IPs and country targeting, so they are left out rather than counted as meeting it (Squid Proxies).
A proxy does not get you more chances in a sneaker draw. Nike’s launch terms say “There is a limit of one (1) registration per person, per Launch Event. Subsequent registrations will be void” (Nike Launch Terms), and Nike adds that setting up new “burner” accounts “may result in blocked launch access” (Inside SNKRS: Fairness). Where a proxy has a job is the work around the release: a shop or a reseller checking prices and stock across regional stores and resale sites, from the countries those stores sell in. The table above lists the cheapest plans whose providers say they offer rotating IPs and country targeting, priced at 30 GB.

If you are buying one pair for yourself
You need no proxy. Enter the draw once, from your own account and your own connection; Nike’s advice for the best chance is to use “one account on one device”. A proxy changes the address a store sees, not the number of entries it accepts or who it picks.
What each requirement is for
- Country targeting, because regional stores show the prices, sizes and stock of their own country, so each check has to come from the country it is about (what city and ASN targeting cost).
- Rotating IPs, because a round of checks opens many pages in a row, and a store limits how much one address may ask for (static vs rotating proxies).
Work out how much traffic you need
Count the product pages you watch, times how often you check them, times the size of a page. A hundred pages across regional stores, checked every 15 minutes for the 36 hours around a release, at 2 MB a page, is about 29 GB. Between releases, a daily check of the same pages is about 6 GB a month. Traffic that never expires keeps what a quiet month leaves for the next release (is non-expiring traffic worth it?).
What the table does not tell you
It ranks plans by cost and by what their providers say they offer. It does not test whether a store accepts a provider’s addresses, and it is not advice on any store’s rules: read the terms of each store you check. Using software to enter a draw many times breaks the terms quoted above, and this page does not price that.
