Rotating-pool access is not 1,000 purchased IPs
The snapshot contains 373 rows with rotating mode recorded. Only 89 publish an IP count, while 284 do not. The rotating set includes 160 traffic-priced rows and 87 per-IP rows, plus products sold by concurrency, unrestricted transfer, configurator, or quote. These counts come from the complete observed plan table, with evidence retrieved from 2026-07-25T15:31:32Z through 2026-07-26T02:15:19Z.
A traffic-priced rotating gateway may expose many addresses over time without selling any fixed addresses to the buyer. The dataset has no field guaranteeing that a given traffic purchase will return 1,000 unique IPs during a month. It also has no controlled observation of unique addresses served.
