Where the lower total changes

The first crossing is between 1 and 5 IPs. Shifter costs $14 at the 1 IP sample while Bright Data’s covering bundle costs $18. Bundle shape explains the reversals

The calculator ranks each provider’s captured plans and charges the whole cheapest plan that can cover the requested count. It does not interpolate between tiers. Bright Data’s shared ISP packages cover 10, 100, 500, and 1,000 IPs. Shifter publishes a denser ladder. The sparse Bright Data steps create long flat sections followed by jumps, which is exactly why the winner changes.

Product labels also matter. The selected Bright Data rows are shared ISP packages. The selected Shifter row is a static ISP product. A lower total does not make network allocation, replacement policy, or address exclusivity equivalent. Those details should be checked against the intended workload.

The captured Bright Data rows are monthly, publish a 30-day period with no rollover on the provider’s page, and include country targeting. Shifter’s ISP row is monthly and publishes static assignment plus unrestricted bandwidth. Its captured row does not publish a concurrency count, thread count, or bandwidth-expiry state. Those missing fields remain not published.

Fleet forecasts should count simultaneously required addresses, replacements, and any geographic split that prevents one address pool from serving every job. A nominal 100-IP operation can need a different covering package if addresses must remain reserved by country or client. Recalculate with that deployable count, not only the number active in a typical minute. This matters most near 10 to 25 IPs and 50 to 100 IPs, where one extra capacity decision can move the purchase into a different winning bracket.
