Why the lead keeps moving

The calculation buys a whole covering package at each rung. It does not interpolate a unit rate between published package sizes. DataImpulse’s captured ladder has broad flat sections across several tiers. Webshare’s monthly ladder changes at different volumes. Each time one provider enters a new package before the other, the price order can reverse.

The terms are not identical. DataImpulse publishes traffic that does not expire, rollover on the provider’s page, rotating and sticky sessions, and targeting through country, state, city, ZIP, and ASN. Webshare’s captured row is billed monthly and publishes rotating access with country and city filtering. It does not publish bandwidth expiry, rollover, concurrency, or sticky-session states in the captured fields. Those remain not published.

The timing difference changes how to interpret unused capacity.
