Geo-targeting granularity: the location filter can change the receipt
Geo-targeting granularity is the most specific location or network attribute a plan lets the buyer request, such as country, state, city, ZIP code, ISP, carrier, or ASN. Its bill effect is whether that filter is included in the named plan or adds a premium. A city-capable network is not automatically a city-targeting purchase, and an unpublished surcharge cannot be treated as free. Current 710-row plan dataset, generated 2026-07-26T02:15:19Z
A named plan with city and ASN included
decodo-mobile-2-gb, named Mobile, monthly bandwidth plan, publishes a tier range from 2 to 500 GB with checkout totals from $7.50 to $1,125 plus VAT. Decodo states that country, city, and ASN targeting are included at no extra cost across that ladder. A buyer needing ASN selection can therefore use the published traffic receipt without adding a targeting surcharge. Decodo mobile pricing and targeting terms, retrieved 2026-07-25T15:31:32Z
That conclusion belongs to this product and source, not to every Decodo row or every provider. A country-only plan cannot inherit city or ASN controls from another proxy type. A page that advertises a worldwide pool also does not prove that a buyer can select every location in the pool. Availability, selectable granularity, and price are three separate claims.
PacketStream shows why unresolved evidence must stay visible. Its Rotating residential PAYG row has one first-party statement offering city-level targeting and another limiting the description to country level. The dataset keeps geo_targeting_included null for that row instead of selecting the more generous statement. PacketStream conflicting targeting statements, retrieved 2026-07-25T16:04:14Z
Publish rate across 47 providers
Forty of 47 providers, or 85.1%, publish at least one nonempty targeting granularity on a plan in the current dataset. Within that provider-level count, 34 of 47, or 72.3%, publish city targeting, and 14 of 47, or 29.8%, publish ASN targeting. These sets overlap and do not imply that every plan from those providers includes the same controls. Current targeting fields across all providers, generated 2026-07-26T02:15:19Z
Price disclosure is much thinner. Seven of 47 providers, or 14.9%, publish a numeric geo-premium field on at least one row, and every published value is zero for the cited configuration. No current row publishes a positive numerical premium. That does not make city or ASN targeting free at the other 40 providers. Their premium remains null, or not published. For a buying comparison, record each required level separately and attach its charge to the exact plan. Use a real value when a surcharge is published, explicit zero when the provider says no extra charge, and null otherwise. If the evidence conflicts, exclude the plan from any receipt that depends on the disputed targeting level.
