ISP proxy buying guide: compare the receipt, address count, and traffic terms
The 33-provider ISP dataset does not support one honest market price. It contains 149 rows: 84 per-IP, 26 configurable, 30 quote-only, and 9 traffic-priced. After excluding 25 rows with unresolved conflicts, the published monthly per-IP field still spans $0.27 to $12.49. Those endpoints buy very different packages: Decodo’s $0.27 requires 8,000 IPs and $2,160 before VAT, while Litport’s $12.49 buys one Private Rotating IP for one month. What a monthly ISP receipt actually looks like
The useful number is the checkout divided by the addresses received, with sharing and bandwidth kept visible. These are exact conflict-free monthly observations, not a ranking of unlike products.

This is why the floor alone is weak buying advice. The Webshare Dedicated 250GB and Dedicated Unlimited configurations both contain 10 IPs, but their receipts are $25.20 and $35.80. Removing the 250 GB meter costs another $10.60, or 42.1%, and moves the all-in cost from $2.52 to $3.58 per IP. The unlimited selector also displays $2.8 /proxy; that is not the $35.80 receipt divided by 10, so the receipt is the safer comparison figure. Published unit labels also deserve arithmetic. Shifter’s Spark step says 4 IPs for $14 and $3.57/IP, but the receipt divides to $3.50. Which providers disclose bandwidth
Twenty-four of the 33 providers publish at least one ISP statement containing bandwidth, traffic, or a GB figure. That broad count includes different answers. IPBurger’s Static Residential / ISP annual plan says 30 GB is included. ProxyMesh 50 and 100 publish 50 GB and 100 GB included. Webshare offers named 250GB and Unlimited configurations. Oxylabs instead publishes operating thresholds: Semi-dedicated plans drop from 100 to 10 concurrent sessions per IP after 50 GB/IP, and Dedicated plans do so after 100 GB/IP. Nine providers publish no bandwidth term in the captured ISP evidence: GeoNode’s Shared static and custom plans; LightningProxies configurable and custom; Live Proxies Enterprise; Massive Lite, Pro, Business, and custom; NetNut Pricing unavailable; ProxyRack’s ISP packages; Proxy-Seller configurable; Scrapeless Static ISP and Enterprise; and SOAX ISP pricing not published. That means “confirm before buying,” not zero traffic or unlimited traffic. Two disclosures are internally unsafe. Evomi’s ISP product says unlimited while its FAQ says it does not offer unlimited bandwidth. IPRoyal’s ISP FAQ says unlimited under fair use while its terms state 100 GB per proxy per month. Neither belongs in an unlimited ranking until the vendor resolves the conflict. When per-IP beats per-GB residential
The answer changes with both required address count and monthly traffic. These are price-only comparisons for workloads where either fixed ISP addresses or a rotating residential pool would be acceptable.

The flips are observed package steps, not exact break-even volumes. Before choosing, write down the required fixed IP count, total monthly GB, sharing model, and the consequence of exceeding any traffic threshold. If a plan does not publish one of those values, the honest comparison stops there.
